Why Matka

Public sector procurement is often seen as complex, resource intensive and high risk. In reality, it is also one of the most structured and transparent routes to market. Requirements are published, evaluation criteria are defined, scoring is clear and prior market engagement can create opportunities to influence the process.

That is where Matka adds value.

We help clients turn that structure into a commercial advantage by building clearer sales pipelines, more realistic bid timetables, better conversion expectations and more predictable public sector revenue.

Matka is a senior specialist team focused exclusively on the UK public sector. We support clients across market entry, opportunity qualification, pipeline development and bid delivery, helping them compete more effectively and win more work.

Our background and experience

Michael — Founder & Managing Director

Michael is the Founder of Matka Public Sector Tendering. With nearly 20 years of experience in business development and bid management, he helps suppliers grow predictable revenue from the UK public sector through stronger market positioning, clearer route-to-market strategy, better capture planning and higher-quality bid delivery.

He has supported public sector growth and bid activity across local authorities, central government, blue light authorities and the NHS, with experience in supplier markets including facilities management, construction, professional services, property, technology and HR. This gives clients a practical understanding of how to position, pursue and win work across a range of public sector opportunities.

He founded Matka after seeing that many businesses had strong services but lacked the structure, clarity and in-house resource to navigate public sector procurement effectively. He is particularly passionate about providing training and support to SMEs, helping them build confidence, capability and a clearer route into public sector bidding.

Michael is also a member of the APMP Writing Focus Group, contributing to best practice in bid writing and proposal development.

How we work

A clear path from strategy to award

We provide practical, flexible support across the public sector sales life cycle, from market entry and opportunity qualification through to bid delivery and submission support. We typically support clients in one of two ways, depending on where they are in their public sector growth journey.

01

Public Sector Growth Support

For founder-led businesses and suppliers looking to enter the public sector, or grow more strategically within it. We help clients build a clearer route to market through readiness assessment, market positioning, framework access, opportunity qualification and pipeline development. Once the right opportunities are identified, we support bid planning and delivery to help turn pipeline into revenue.

02

Bid Delivery and Capacity Support

For established suppliers that already operate in the public sector but need additional resource, delivery support or independent challenge. We provide flexible support across live opportunities, including bid management, bid writing, review, social value, framework submissions and quality assurance. This gives clients access to experienced delivery support without the overhead of building a larger in-house function.
